Another thought; when I owned my gas station the underground tank heaters kept the temp around 10-15C, which was fairly easy as they’re a meter underground. Perhaps the fuel is too warm, and once it touches your -40C metal tube it evaporates more fuel than necessary thus creates additional back pressure making the pump think the tank is full?
