Normally, air flows through that tube while you’re filling and the gas keeps flowing as long as you hold down on the trigger. So, gasoline rushes back up your car’s fuel filler tube, toward you, instead of into the tank, hits that sensor hole on the nozzle and shuts off the pump before the tank is full.

Another thought; when I owned my gas station the underground tank heaters kept the temp around 10-15C, which was fairly easy as they’re a meter underground. Perhaps the fuel is too warm, and once it touches your -40C metal tube it evaporates more fuel than necessary thus creates additional back pressure making the pump think the tank is full?
