Has anyone done dummy Articleship?

I am going to explain now about one of my friends who has just become a member of ICAI a week back. He has undergone 15 months of Articleship sincerely and for the remaining period he has taken dummy Articleship by paying 18000. He believes that 15 months of Articleship is more than enough.
