If you replace your fuse with a 13A one, the weakest link in your chain is now the cable, not the fuse. It is entirely possible that a fault could cause 10A to flow in the cable. This will not blow the fuse, but your cable would get very hot, potentially melt its insulation and possibly start a fire.
