So paying the phone bill has nothing to do with my internet service or access. I would imagine your computer is password protected. So if the person who pays the bills knows the password or is responsible for setting up the password for that computer, they could look at the websites you visited.

In some countries ISPs are even required to track you, and keep that data for up to a year!
