Ya the zotac 1080ti amp extreme cards are voltage lock at 1.093v . unless your modifying the bios on the card you are not truly raising the voltage. even if the program you are using says it is. nvidia hard wired a voltage lock. so these cards are only good to 2025. with a cool case.

Try out the one that came with the box, or the latest driver from here. Use DDU aswell (Display Driver Uninstaller) to clean it out. Another test you could do is to change cable and/or port behind the card, and make sure that your monitor isn’t running on overclocked refresh rate.
