Why doesn’t the Panama Canal break at sea level?

You the OP neglects to realize that the Panama system rises up over solid land. That is why they have those locks to provide a water route that is much higher than the oceans on each side. So…it cannot ‘break’. It would take a lot of billions of dollars to dig a trench down at sea level.
